In the article "A Constitutional Amendment That Would Drain the Swamp," the author writes - "I propose using a tool our Founders gave us — the Article V amendment process. Some of the Founders themselves recognized the need for such an amendment. For example, Thomas Jefferson first proposed an amendment in 1798 to keep Congress from borrowing money. Twenty trillion dollars in debt later, we can understand why."

Article V of the U.S. Constitution provides citizens a way to amend the Constitution directly, because sometimes such an amendment isn't in the self-interest of Congress. For example, prohibiting Congress from spending more money than the government takes in is a good idea, but Senators and Representatives don't get re-elected when they cut off "free" government money to their constituents.

Another great idea using Article V is 12 Year Term Limits for Senators and Representatives so that We the People are represented by folks who know what it's like to hold down a real job. And throw in a paragraph prohibiting lobbyists ...with a 20-year prison sentence at hard labor for anyone caught "lobbying" (bribing) our representatives.
