In his article "Trump’s Phony Religious Liberty Exec Order," Rod Dreher writes - "This is not nothing, but it’s next to nothing. The only thing of substance in this thing is that the president wants to free preachers up to raise money for him from the pulpit. He can’t actually do this except by Congress changing the law to repeal the Johnson Amendment. So he’s ordering the executive branch not to enforce it — this, even though it has been rarely enforced in the first place!" As the tone of this article indicates, Rod Dreher is no Trump fan. Also remember that Exec Orders aren't law, but rather are instructions on how the current Executive branch of the Federal government should interpret and apply the laws that Congress passes. Just as Trump has single-handedly cancelled several of Obama's Exec Orders, so can the next U.S. President cancel Trump's Exec Orders, or if the majority in Congress flips, they can pass laws that cancel these Exec Orders. That article tells how many areas of exercising one's religion would be protected.
