In his article "Why the Left Is Wrong About Welfare Reform," Jarrett Stepman writes - "The proposed welfare reform would strengthen the TANF work requirements by includes stricter monitoring for accountability, fewer loopholes for escaping requirements, and greater responsibility for funding pushed toward the states. It would also require able-bodied recipients of SNAP [food stamps] to work or prepare for work." Food Stamps and their new version as SNAP debit cards form an alternative currency: people traded food stamps for money, drugs, etc. at about 75 cents to $1 face value. SNAP cards can be used not only to buy food, but also to order items from Amazon and Walmart online stores. The article continues: "After Kansas bolstered work requirements in the food stamp program, nearly half of recipients found a job within three months, and their average incomes rose by 127 percent." And in Maine the number of able-bodied recipients "plummeted by nearly 80 percent, falling from 13,332 recipients in December 2014 to 2,678 in March 2015." Tightening requirements is effective in getting people off welfare and back to work! Welfare can also generate inter-generational dependency, as the article says: "I see these girls whose mothers are on TANF. It’s handed down. It’s a way of life. You turn 18. You get pregnant. You come to [the Department of Health and Human Services] and get on benefits." When the state pays unmarried women to have babies, it incentivizes the breakdown of the family - precisely what has happened under the "Great Society."
